​RTO FVRA, Financial Viability Risk Assessment

​To establish a registered training organisation (RTO) in Australia, education providers should be registered by the Australian Skills Quality Authority (ASQA). In accordance with the National Vocational Education and Training Regulator Act 2011, all registration applications to the ASQA must be accompanied by an RTO financial viability risk assessment (FVRA). The ASQA may also require an existing RTO to undergo a FVRA at any other time, usually when changing the scope of registration or the ownership structure.

As part of the FVRA process, applying and existing RTOs need to complete the ASQA FVRA tool - an Excel model designed by the ASQA to evaluate the likelihood of business continuity and the RTO’s capacity to achieve quality outcomes.

The FVRA tool must be certified by a qualified accountant - a member of  a professional accounting body in Australia such as CPA Australia, Chartered Accountants Australia & New Zealand or the Institute of Public Accountants, and/or registered with ASIC as an auditor.
